Indonesia's most famous reefs have a traffic problem.
The quiet alternatives share one trait: they take effort to reach. In 2026, the Togean Islands in Central Sulawesi, Alor, the Banda Islands and Misool still let you dive without a queue.
We are Reconnect, an eco-resort with an on-site SSI dive center on Buka Buka Island in the Togeans. We have hosted guests here since 2020. The Togean detail below comes from our own daily operation.
TL;DR
- Crowding is a logistics outcome. Direct flights, shared liveaboard routes and narrow tide windows put boats on the same sites at the same hour.
- In the Togeans, the price of solitude is a long transfer day, not a premium rate.
Why are Indonesia's famous dive sites so crowded?
Crowding follows access. The sites that queue are the ones a day boat can reach from a major airport, or the ones on every liveaboard itinerary.
Tides make it worse. Current-swept sites are dived around slack water, so boats from different harbours arrive in the same short window.
Most searches point to Bali, Komodo and northern Raja Ampat. Operators in those hubs are often excellent. The queue forms in the shared water outside them.
Four checks before you book
- Count the legs. Every extra flight, drive or ferry filters out day-trippers.
- Count operators, not sites. Twenty sites shared by fifteen operators are busier than twenty sites used by one.
- Ask the maximum group size per guide. Get it in writing.
- Find the nearest liveaboard route. A reef on a liveaboard loop gets boats you will never see on a resort's schedule.

Which Indonesian dive destinations are still uncrowded in 2026?
Run those four checks across the archipelago and four destinations hold up.
| Destination | Region | Why it stays quiet | The tradeoff |
|---|---|---|---|
| Togean Islands | Central Sulawesi | Multi-leg route, small and scattered resorts | A full transfer day each way |
| Alor | East Nusa Tenggara | Few flights, small operator base | Cold water and strong currents at some sites |
| Banda Islands | Maluku | Infrequent flights from Ambon | Many divers arrive on seasonal liveaboards |
| Misool | Southwest Papua (Raja Ampat) | Far south of the busier Dampier Strait sites | Mostly liveaboard or high-end resort access |
The ranking
- Best all-round: Togean Islands. The reefs work for first-timers and experienced divers on the same trip.
- Best for divers comfortable in current: Alor.
- Best if you are already booking a liveaboard: Banda or Misool.
What makes the Togean Islands different from other Sulawesi diving?
Sulawesi diving usually means Bunaken or Lembeh, served by frequent flights into Manado and many operators. The Togeans sit in the Gulf of Tomini, within the Coral Triangle, with far fewer boats on the water.
UNESCO designated the area the Togean Tojo Una-Una Biosphere Reserve in 2019, covering 2,187,632 hectares [unesco.org]. The diving mixes volcanic black-sand walls, atolls and a bomber wreck.
Barracuda and reef sharks patrol the walls; macro life hides on the slopes. On a still morning the water over the pinnacles turns glassy.
You watch your bubbles climb all the way up. Practically, we run two boat dives, around 08:00 and 10:30, each a short ride from the beach.
| Site near Buka Buka | Depth | Suits |
|---|---|---|
| Coral Gardens | 8-15m | Newer divers, photographers |
| Pinnacles | 20-35m | Experienced divers |
| The Wall | 15-40m+ | Experienced divers on deeper profiles |
Our dive center is Blue Oceans certified, a marine conservation commitment.
How do you reach the Togean Islands, and where do you stay?
There are two reliable routes:
- Via Luwuk (main gateway): fly into Luwuk (LUW), usually via Makassar. A car takes about 5 hours to the port of Ampana, then a short boat crossing follows.
- Luwuk transfer support: we arrange the car (IDR 1,000,000 per car, up to 4 passengers, each way) and run a free daily shuttle from our Ampana jetty.
- Via Gorontalo (northern route): overnight ferry from Gorontalo to Wakai.
Very few Togean Islands resorts offer air conditioning.
- Rooms: 20, from EUR 60 a night for two, full board; AC in some, such as the Beachfront Villa with AC and Villa Athena.
- Power and water: off-grid, 93% solar with backup generator, desalinated on site, zero single-use plastics, Starlink Wi-Fi.
- Diving: paid per dive. Dive-cation: 5 days, 8 guided dives, full board in a Beachfront Glamping Hut, from EUR 500 per person (separate from the stay rate).
Frequently Asked Questions
Can complete beginners dive in the Togeans?
Yes. Try Scuba starts from age 10 (IDR 1,000,000, half day), and SSI Open Water Diver takes 3-4 days with 4 open water dives (IDR 6,900,000). Courses are paid separately from the stay.
Instruction is in English, French or Indonesian. Training dives take place at reef sites around Buka Buka, reached by a short boat ride, with visibility averaging about 30 meters.
What SSI course comes after Open Water?
SSI Advanced Adventurer: 5 adventure dives over 2-3 days, IDR 6,000,000 with us.
SSI's Advanced Open Water Diver is not a course you book. It is a rating awarded automatically once you complete 4 specialties and log 24 dives.
When is the best time to go?
The islands are open year-round. The dry season brings calm seas. The rainy season brings short showers and rougher crossings, but the reefs stay diveable.
We confirm dive times each evening based on weather, tides and the planned sites.
Is Buka Buka inside Togean Islands National Park?
No. Buka Buka lies just outside the park and acts as a gateway to it.
The Togean Day Trip into the park is a paid private excursion at IDR 7,500,000 per boat, including a guide, lunch box and snorkel gear.
